Board of Directors Meeting
January 30, 2024
In Attendance: Cindy Toscano, Mike Blair, Pete Paryzki, Rick Hoover, Kristen Martin, Scott Matthews
Cindy called the meeting to order at 7:03 pm. A quorum was present.
Approval of November 29th board meeting minutes –a motion was made by Rick Hoover and 2nd by Pete Paryzki. All in favor.
President’s Report January 2024
Happy New Year to everyone!
The 2024 annual maintenance first monthly payment and special assessment are
posted to all members’ accounts. We sincerely thank all those who paid in full by
January 15th and wanted to let you know that your 4 percent discount will appear as a
credit to your account. As a reminder, we encourage residents to pay online to avoid
unnecessary stress with postal delays due to mail delivery issues. Payments are due
on the first of the month, not the 15th. Our collection policy implements late fees and
interest for anyone whose monthly balance is not received and recorded by the 16th of
every month. Anyone having billing issues or financial hardships should contact our
Community Manager Scott as soon as possible.
The Public Utility Commission (PUC) is holding several hearings on the proposed rate
hike by our water company CUPA. Two in person hearings are being held on 2/1/24
at 1 PM and 6 PM in the gathering room of our clubhouse. We need to pack the
house and show the PUC that we are against this increase! Please bring your
entire family and attend these hearings. If you desire to provide testimony and speak at
the hearing, have a complaint about Community Utilities of PA, have a scheduling
conflict, or just a general question about the hearings, please call the office for
assistance.
Voting on the proposed amendments to our Bylaws has begun and runs until April 15th.
Our Block Captains will soon be reaching out to their neighbors to provide assistance in
the process of obtaining and submitting ballots. It is imperative for all members in good
standing to vote, as any change to our governing document requires 2⁄3 of the entire
membership to vote in favor of the individual amendment in order for it to pass. As
always, if you have questions or concerns, please reach out to our Community
Manager Scott for assistance.
We need and love our volunteers! Please consider joining a committee. Make your
ideas and thoughts come to life to enrich our community. Several of our committees are
looking for new volunteers to join including Grievance, Design and Review, Events, and
Finance. We encourage your participation and input. Together, we can make 2024 a
roaring success.

– Chili Cook Off and Trivia and Game Night: Saturday February 10th from 6pm to 9 pm
This event is FREEto enter and FREEto taste! Contact the office to register your chili!!! There will be prizes awarded for the TOP 3 Chili entries. The contest will be held during TRIVIA and GAME NIGHT!! Gather your families and head down to the Clubhouse for some fun, food and laughs!
–Coloring Contest: The contest will run from January 20th to February 10th. All coloring pages will be displayed in the Clubhouse for the month of February. The winner will be determined at the committee’s meeting held February 17th.and an email will be sent out shortly after. Coloring pages are attached here or can be picked up and dropped off in the office. HAPPY COLORING AND GOOD LUCK TO ALL!!
–Decorating for Black History Month: There will be an exhibit at the Clubhouse from February 1st through March 1st FREE to everyone. Please come down and Be Inspired and Celebrate those African Americans who shaped history.
–Valentine’s Karaoke: Friday, February 16, 2024 from 8 to 11pm in the Gathering Room…our theme is LOVE…all you need is love…love makes the world go around….Put a little love in your heart…it’s free! Light refreshments will be available but BYOB. And try to wear something red!
– Black History Month Speaker: February 17, 2024 from 9am-11am to hear Dr. Paul Kovalski speak about HEROES AND UNSUNG HEROES AND EVENTS IN THE HISTORY OF THE AFRICAN AMERICAN DIASPORA . This is a free event. Coffee and pastries will be served.
-Easter Egg Hunt: March 23rd from 10am -12 Noon at the Clubhouse. This is a FREE event, but you MUST register with the office. Please provide child’s age when contacting the office.
There will be Baked Goods, Hot and Cold Beverages available for purchase as well as FUN FREE activities to do!! We will have an EGG HUNT, EGG DYING, FACE PAINTING and a COLORING and CRAFT CORNER!!!
There will be a prize for the finders of the GOLDEN EGGS!! SO, keep your eye out for those special eggs kiddos!! This is a rain or shine event!
-Adult Paint and Sip: Friday April 12th from 7pm to 9 pm
-Teen/Tween Paint and Sip: Saturday April 20th from 7pm to 9am
Old Business
Account Adjustment/ write off 2023
Discussed a write off the following for 2023:
70K, this includes 65K in bad debt which includes Repositories / Sheriff Sales / Legal Agreements on Payment plans and another 5k due to a prepaid credit.
A motion was made to approve this write off for 2023 by Rick Hoover; the motion was 2nd by Mike Blair. All in favor.
Payment in full discount 2024
Discussed to extend payment in full discount for 2024 dues from 1/15/24 to 1/31/24.
A motion was made to give credit to all members who paid in full in January 2024 by Kristen Martin; the motion was 2nd by Mike Blair. All in favor.
Non-sufficient funds charges
Discussed changing returned/bounce checks from $48.50 to $75.
A motion and vote to charge $75 for returned/bounced checks to members account was made by Kristen Martin; the motion was 2nd by Rick Hoover. All in favor.
Rules and Regulations update
Motion and vote were made to formally approve the rules and regulations update by Kristen Martin; the motion was 2nd by Mike Blair. All in favor.
Third recycling dumpster addition and operating hours
Discussed the addition of the 3rd dumpster. This would give us 24 yards of dumpster now for same price we were paying for 18 yards.
Change recycling hours to be open daily from 7:30am – 6:30pm.
Motion and vote were made to approve the 3rd dumpster with bear proof lid by Rick Hoover; the motion was 2nd by Mike Blair. All in favor.
Scrap Metal Disposal area
Looking into a scrap metal disposal area to be available to residents in garbage/ dumpster area 24/7. We are putting to bid the fencing to create a designated privacy area for the metal to be kept until picked up by scrapper. This service will be of no cost to residents to use. We ask that you please dispose of ONLY METAL in this area.
Fitness Center 24 hour access and liability/ responsibility waiver
A motion was made to approve the cost of 24 hr access to fitness center by Kristen Martin; motion was 2nd by Rick Hoover. All in favor and approve.
New Business
Committee Regulations
We put together a packet with committee regulations and expectations to review with each of the standing committees. This effort is to provide structure and stability for current and all future committees. This would need to be signed by all members on each committee and would take effect 3/1/24.
A motion was made to approve the committee regulations by Cindy Toscano; motion was 2nd by Rick Hoover. All in favor and approve.
Neighbor Dispute policy
Created and proposed adopting a formal policy regarding neighborly disputes. Recently there have been several disputes amongst residents and their neighbors and this would clarify our procedure and also inform residents in community that sometimes these disputes will need to be resolved amongst themselves unless there are threats and safety concerns.
A motion was made to approve this neighbor dispute policy by Pete Paryzki; motion was 2nd by Rick Hoover. All in favor.
Access card reactivation fee
Effective 3/1/24 a $25 reactivation fee per household, will be charged to residents who have had their access card shut off for 90 days or more.
A motion was made to approve this access card reactivation fee by Cindy Toscano; motion was 2nd by Rick Hoover.
Clubhouse cleaning contract
A bid was put out to find a new cleaning contract for the clubhouse. 3 different bids were received. A trial run will be set up and will decide after the trial.
A Motion was made to double the boards salaries by Rick Hoover; the motion was 2nd by Pete Paryzki. All in favor.
A motion was made to close the meeting by Cindy Toscano; the motion was 2nd by Rick Hoover. Meeting adjourned at 8:43 pm.
